Dr. Elizeus Rutebemberwa is an Associate Professor of Health systems management in the Department of Health Policy, Planning and Management at Makerere University School of Public Health. Before joining university service, he worked as a medical officer and hospital director in one of the rural districts in Uganda. He was involved in implementing the decentralization policy and was one of the first Health Sub-District Directors when the policy had just been implemented.
