SCALAP Kis an Irish Aid funded project, borne following the Uganda AIDS Indicator Survey (UAIS) report by the Ministry of Health in 2011, which showed the increasing HIV prevalence in the North Eastern region from about 3.5% in 2006 to about 5.3% by 2011.
